Overview
The Ministry of Housing and Urban-Rural Development of the People's Republic of China has released the industry standard CJJ/T 264-2017 titled "Technical Specification for Membrane Bioreaction System for Municipal Solid Waste Leachate Treatment." This standard was officially announced on January 20, 2017, and will be implemented on July 1, 2017.
Announcement
The Ministry of Housing and Urban-Rural Development of the People's Republic of China hereby announces the approval of the industry standard "Technical Specification for Membrane Bioreaction System for Municipal Solid Waste Leachate Treatment," with the number CJJ/T 264-2017. The standard will be published and distributed by the Construction Press under the organization of the Standardization and Quota Research Institute of the Ministry of Housing and Urban-Rural Development.
Preface
Based on the requirements of the Notice (2010) No. 43 issued by the Ministry of Housing and Urban-Rural Development regarding the formulation and revision plan for engineering construction standards and specifications in 2010, a working group was established to conduct extensive research, summarize practical experiences, refer to relevant international standards and advanced foreign standards, and solicit opinions widely. The result is this standard.

General Provisions
- Objective: To comply with national regulations and technical requirements for municipal solid waste leachate treatment, and to standardize the design, construction, operation, and maintenance of membrane bioreaction systems.
- Scope: Applicable to the design, construction, operation, and maintenance of membrane bioreaction systems for various types of municipal solid waste treatment facilities.
- Compliance: In addition to following this standard, other current national standards must also be adhered to.
Terms
- Extracorporeal Membrane Bioreactor (SSMBR): A type of membrane bioreactor where the biological reactor and membrane components are independent, and the treated water is discharged after passing through the membrane component under external pressure.
- Incorporated Membrane Bioreactor (SMBR): A type of membrane bioreactor where the membrane components are submerged in the biological reactor, and the treated water is discharged after being drawn through the membrane unit under negative pressure.
- Transmembrane Pressure (TMP): The pressure difference between the inlet and outlet sides of the membrane.
- Conductivity: The ability of a solution to conduct electric current.
- Silt Density Index (SDI): A measure of the rate at which a specific volume of water sample becomes blocked under standard pressure and time intervals.
- Membrane Flux (MF): The volume of fluid that passes through a unit area of membrane per unit time.
Basic Requirements
- Discharge Water Quality: The discharge water quality from the MBR system should meet the requirements of current national standards.
- Pre-treatment: When the incoming leachate does not meet the design water quality requirements for the MBR system, a pre-treatment unit should be installed.
- Water Quantity Design: The design of water quantity for the MBR system should consider factors such as recirculation flow and have an appropriate surplus capacity.
- Selection and Design: The selection and design of the MBR system type and ancillary facilities should be based on the leachate water quality, quantity, and treatment requirements.
- System Composition: The MBR system should ideally consist of components including a pre-filter, biological reactor, membrane modules, and an aeration system.
- Facilities and Equipment: Ancillary equipment and facilities for the MBR system should include cleaning devices for membrane modules, pumps, blowers, instruments, electrical control systems, and various connecting pipelines.
- Quality and Safety Standards: Facilities and equipment for the MBR system should meet the current national quality and safety standards.
Technical Requirements
- Process Flow: The MBR system can be classified as extracorporeal or incorporated. The process flow for extracorporeal MBR systems can be set up as shown in Figure 4.1.1-1. When enhanced biological treatment is required, the process flow can be set up as shown in Figure 4.1.1-2. The basic process flow for incorporated MBR systems can be set up as shown in Figure 4.1.2.
